I have the honour to transmit herewith to Your Excellency, in original, a despatch with its enclosures from His Majesty's Consul at Chefoo, sending me a petition from British residents at that Port for the establishment of a British Post Office.
I shall be obliged if Your Excellency will cause me to be supplied with your observations upon this request, with an expression of opinion whether it can be usefully and properly granted.
I request that Mr. Tratman's Despatch may be returned to me with Your Excellency's reply.
